I just think that you should first choose a topic that you will enjoy, and THEN formulate a question surrounding that, so then you can make sure you enjoy what you write about. Your going to have to find some level of enjoyment in your EE for it to be a good one.

Actually, I didn't really think like what you stated above, or maybe I would include it but my main focus would probably be on the aim of the policy which I believe was completely different because to me Bismarck formed his policy to shield Germany from a 2 front war and it was a sort of defensive move while Hitler as we know, was an opportunist and decided to use the pact to buy time, to stabilize it's eastern front in order to launch his offensive on the west front.
